Fikirtepe urban transformation: what buyers should check before they sign
The Fikirtepe project from its 2005 start to the ministry’s May 2026 announcement, what the court rulings mean for paperwork, and a checklist for buyers.
Fikirtepe urban transformation is a rebuilding project in Kadıköy with a long and uneven history. Buyers see new towers and ask a fair question: what should I check before I sign? This guide sets out the timeline, the court rulings and the ministry’s own statements. It then ends with a checklist. However, it does not recommend any purchase.
What Fikirtepe urban transformation covers
Fikirtepe is a mahalle of Kadıköy with 12,305 residents in 2024. It borders the D-100 highway on its northern side. In fact, people have lived on this ground since prehistoric times, and the old Fikirtepe mound is now built over. Instead, the name today mostly means the renewal project that is replacing older buildings with new blocks.
Fikirtepe urban transformation timeline: 2005 to 2021
The area became a “special project area” in 2005 and a “transformation area” in 2007. Then plans were approved in 2011. Next, on 9 May 2013, the Council of Ministers declared a riskli alan, a risk area under Law 6306. Expedited expropriation followed in 2014. Finally, in February 2021, the ministry took the project over. It split the mahalle into three stages and made new plans.
What the courts did and what it means for paperwork
The courts have shaped the project. First, in 2019, the Istanbul 6th Administrative Court annulled the plans. Later, a regional administrative court annulled the first-stage plans, as Diken reported on 20 December 2022. It reasoned that the 2013 decision itself had been annulled. Further lawsuits followed. However, we do not know the current legal status of every plan. For this reason, ask for the planning status of your exact parcel in writing.
What the ministry says is finished (May 2026)
The figures below are the ministry’s, and we have not checked them independently. First, on 17 April 2023, it handed over keys for 1,648 homes in the first stage. Then, on 18 May 2026, the minister announced that 11,729 units of the first stage were complete. The ministry says about 25,000 people will move in. It also mentions a 120,000 m² national garden, or Millet Bahçesi. You can read the announcement as reported by Milliyet.
A checklist for Fikirtepe urban transformation buyers
- Which kind of flat is it? A new Emlak Konut or ministry unit is different from a private resale.
- What does the tapu say? Read the title deed and any annotations on it.
- What is the plan status? Ask the municipality about the imar status of that parcel.
- Who is the seller? Confirm that the seller is the registered owner.
- What is it worth? Ask for an independent valuation before you commit.
Buying as a foreigner
The citizenship route needs $400,000 of property, held for three years, and the title deed carries an annotation for that period. Also, a residence permit is not automatic. Remember that this is general information and not legal advice, so ask a lawyer about your case. We cannot promise any outcome.
